Why system software can’t handle read instability?

System software typically consists of a computer’s BIOS or operating system.  The primary reason that computers can’t handle read instability without specialized tools is that the system software reads each disk sector presuming that the sector is not corrupted that is, that the data is read-sable.  The system software reads the drive sector-by-sector using the standard ATA read sector command.  If a sector returns no data, just and error the software or Windows operating system will fail to load the drive properly therefor to not allow you to recover even a single bit of data.
